Because RuneScape botting shouldn’t be seen as the end of the world. Many people, including myself have fallen for botting and got banned. It happened in a moment of weakness at a point where I wanted to compete with my in-game friends still and had no time anymore due to school. This isn’t an odd happening, this is how (from my experience) most people get banned. Personally I’d be happy to pay even up to 300$ to have my account reintroduced to the game.

However losing years and years of progress makes botting it back without effort really tempting. Resulting in players being stuck in an endless cycle of bans. From what I have read botters these days get banned within 24 hours often and certainly don’t make it past a week of botting (which is amazing). Which makes it impossible for people to bot and just pay a fine for levels. (Unless you think 1 Strength level is worth 300$?) The 300$ is just an example here. Maybe it’s possible to have repeated offenders pay the double of what they paid the first time and have it double every time they get caught. Imagine what JaGeX could do with all the money they get from people who regret their stupid decisions. Imagine how greatly it would cut down blackmarket use and botting. RuneScape will only get better from this. The more money JaGeX can invest in making the game amazing, the more amazing it gets.
